About Us
The Oswayo Valley Memorial Library is located in northcentral Pennsylvania in the town of Shinglehouse, approximately 4 miles south of the New York state border. We are a small town library serving Shinglehouse Borough, Sharon Township, Oswayo Borough, Oswayo Township, Ceres Township, Clara Township and Hebron Township. We welcome not only people from these areas, but from all surrounding areas.
The library was organized in 1915 by the Women’s Club. The current building was built as a memorial for the servicemen of the area that served in World War I.
We have a strong collection of local history, including census records from 1850-1920 as well as cemetery listings, which include the immediate NY state border towns. We also have computers (with internet), videos/DVDs, books on tape/CD and offer a variety of programs free of charge to the public.
The collection consists of approximately 19,000 books, 200 videos, 300 DVDs and an assortment of periodicals.
The library also has a large selection of digital books that you can download onto your e-book readers or MP3 players. We also have rotating collections of books on CD and MP3 and large print books. We have 4 public access computers and free Wi-Fi.
The mission of the Oswayo Valley Memorial Library is to provide all residents access to library materials and information services that address the needs and expand the aspirations of the community for formal and lifetime learning, enrichment and pleasure.
Our Library is continuously growing in order serve you better. We have old time traditions with modern twists to accommodate the elderly and the techy new library lovers. Either which way, you will always find a friendly face and good conversation at the OV Memorial Library where you can check out some of the newest best sellers and enjoy a cup of hot tea or coffee.

Our library is part of the Potter-Tioga Library System. It is the largest library system in Pennsylvania. We consist of eleven member libraries. Feel free to check out our system’s website: Potter-Tioga Library System
The library board of trustees is the governing body by which our library operates. By being a part of it or having a representative from your township, you are insuring that your needs and concerns are met. The board must actively fundraise for items that are always needed in the library. Some of these items are: books, office equipment, programs for the public and general operating expenses. While we do get funds from the state, we must also match those funds to continue to receive aid from the state each year. By donating to the library or supporting one of our fundraisers, you can take great pride in knowing that you are helping us continue with our efforts to bring the Oswayo Valley community a library that has modern conveniences with “hometown” values.
Board meetings are held on the 4th Monday of each month unless otherwise stated. Meeting time is 6PM. The public is welcomed to attend. If a meeting is changed/postponed/cancelled, we will make every attempt to notify the public ASAP.

We welcome the public to attend meetings and are often looking for new members! Want to help but feel you don’t have the time? Why not be a friend of the library and volunteer at certain events? Library Cards
To apply for a library card you will need to provide your name, address, and phone number. You must be at least 5 years old to apply for a card. Parents are responsible for books taken out by minors. Each family member is required to get their own card as we do not allowing sharing of cards. Parents can check out books for their children if they do not want them to have a card. Every person who has a library card is REQUIRED to use their own card. We can no longer check out items on another patron’s card unless they are present at the time of check out. This includes spouse and children who have their own cards.
If you have a medical condition and require help or need someone to pick up material for you, please see us as we are happy to assist you in this matter. (A release form will be signed and noted on your account of who is allowed to pick up/check out material for you).
New Applicants applying for a new card will be required to show two forms of ID, one being a driver’s license or Social Security card. We must be shown an item with your current address. After receiving the new PERMANENT card, your privileges are:
- children ages 5-11 allowed 2 books
- Young Adult ages 12-17 allowed 4 books
- Adults 18 and over up to 10 books and up to 4 movies.
YOU MUST BRING YOUR CARD WITH YOU EVERY TIME as we can not renew, check out or reserve items for your without it.
Replacement Library cards cost $2.00 (first one is free).
Loan Periods and Fines
Items are loaned for a 2 week period with the exception of DVDS and Videos (they go out for 1 week—NO RENEWALS ON MOVIES) We DO NOT charge for overdue material except for movies. All we ask is for a “guilt” donation to be placed in our overdue container located on the return counter. However, due to the increasing amounts of overdues, we have decided that we will be charging for overdue notices that are sent out. Please note that you do get a 2 week grace period. We do understand that things happen and people get busy. You are always welcome to renew items! By keeping material up to date, you allow easier access for patrons and make the overall library run smoothly. Below is how we will charge for over dues:
- FIRST overdue notice (sent out between 15-29 days late) $1.00
- SECOND notice (sent out between 30-44 days late) $3.00
- THIRD notice (sent out after you are 45-60 days late) $5.00
Along with the third notice, we will send a copy to the district judge who, according to State Law, can fine you up to $300.00 and sentence you to a term not more than 90 days.
“A Person is guilty of a summary offense if he retains any book, pamphlet, magazine, newspaper, manuscript, map or other property belonging in, or to, or on deposit with, any library open to the public or any part thereof, for a period exceeding 30 days after such library has given notice to return the same.” (Section 6708 of Purdon’s Consolidated Pennsylvania Statues Annotated, Title 18, Crimes and Offenses)
If you are going on vacation or need an item out for a long time, please let us know as we are always willing to work with you and make your library experience an enjoyable one.
Videos and DVDs
You must be 18 years of age or older to check out movies. Videos and DVDs are loaned out for a 7 day period. (EX. if you take it out on a Monday, it will be due the following Monday). You may take up to 4 DVDS at one time. The first one is free but there will be a $1.00 charge per dvd/vhs after that. Late videos/DVDs are charged a $2.00 per video/DVD per day. Late fees will continue until a damaged or lost item is paid for or other arrangements are made. All videos/DVDs must be returned inside. There will be a $1.00 fee if placed in the outside drop box per item. This is on top of any fines that may accrue. To borrow videos/DVDs a Video Agreement must be signed. THERE ARE NO RENEWALS ON VIDEOS AND DVDS. This will allow patrons to be able to view our newest material in a timely fashion.
Computer Use
All of our Patrons are welcome to use our computers since we have you sign a computer internet safety form at the time you obtain your library card from us. We do ask that children under the age of 8 be accompanied by a parent to oversee proper use of internet surfing and equipment. We have public computers throughout the library including our card catalog computer which can be used by those patrons who need to quickly check one item on the internet. Computers are available from opening until 20 minutes before closing time.
Patrons may bring their own laptops to use on our wireless internet system. They must still check in at the desk and obtain a password to get onto our network.
While the librarians can sometimes assist you on certain internet searches, they are not available to be personal computer teachers. You must schedule a time with the Library Director if you would like individual computer software classes when available. We do not repair or offer repair advice on personal computers.
Inclement Weather
The Library will close or delay opening on days of inclement weather in accordance to the school district it serves (Oswayo Valley). If the school delays opening, then the library will be delayed by the same amount of time. If the school closes, then the library will be closed. In cases where school is not in session, the library, with guidance from the board, will close or close early if a winter storm warning is imminent. Every attempt will be made to keep the library open, but we appreciate your understanding if this situation ever arises. While, this policy is mostly concerned with winter weather, it may be implemented at other times of the year where deemed necessary since the library does not want to put it’s patrons or staff in dangerous situations.
If you have a video or DVD due on a day in which the library is closed OR closes early, you will not be fined as long as the item is returned on the next day that the library is open.
You will be charged if the library has a delayed opening and the item is not returned that day. While we understand that this may be an inconvenience, you have the option of renewing materials (except for videos/DVDs) online. Frequently Asked Questions
How can I get a library card?
You may request a library card at the circulation desk. All you need to provide is your name, address, phone number and 2 forms of valid I.D. (ex. driver’s license, soc. sec. card). We will need at least one of these to sign you up. The other form of ID can be a utility bill etc.) You must be at least 5 years old. Parents must provide necessary information and sign a consent form for children. You will need to bring your card with you at ALL times including to use the computer.
Can I use my laptop in your library?
Yes, we have wireless access at our library. The Library’s Internet connection, including its wireless connection, is filtered to comply with the Children’s Internet Protection Act. Library staff is able to provide limited technical assistance. No guarantee can be provided that you will be able to make a wireless connection. You must sign in at the desk to use our wireless service.
How many items can I borrow at a time?
There is no limit placed on adult titles. Children 12 and older may borrow 4 books at a time. Children 5-11 may borrow 2 books at a time. Videos and DVDs are limited to 2 (must be over 18 to take out movies).
What are the time limits for borrowing items?
Videos and DVDs circulate for 7 days. All other items can be borrowed for 2 weeks. You must be 18 years old to borrow a DVD or Video.
How can I renew materials?
You may renew materials by:
- coming in with your card and having us renew the items
- coming in and renewing the items on our card catalog computer or any available computer
- renew in the comfort of your own home by clicking on the “Online Catalog” link located on the right hand side of this page under Quick Links.
- From there go to LOAN PERIODS AND RENEWING. Follow the directions.
You can renew all items except for DVDs and videos.
How do I reserve an item?
Simply tell us what item you would like held for you and we will put a reserve on it and let you know when that item is available. You can also email your request to ovmlibrary@gmail.com and/or go on to our ONLINE catalog located in the Quick Links area to the right and reserve it right from the site. This will require your barcode number on the back of your library card.
How much is a fine for an overdue item?
Videos and DVDs are $2.00 per day per video/DVD. All movies MUST be returned inside. There will be a $1.00 fee for movies put in the outside drop box.
We do not charge fines for overdue books but simply ask for a donation. There is a $.25 fine per day per item on ALL Interlibrary Loan materials. Since these items are borrowed from another library, they are “governed” by their rules. You are allowed to check these books out for a 2 week period. You can renew them if you call PRIOR to the original due date.
While we do not charge for overdue books, because of the increasing amounts of overdue notices that go out, we are starting to charge for overdue notices that are sent out. $1.00 for the first notice, $3.00 for the second, and $5.00 for the third. Once you are sent a third notice, we also send a request over to the district judge to help retrieve our material. **Anyone owing fines will not be allowed to use ANY library services until their account has been cleared up. This includes computer use.
What if there is an item I would like but the library does not own it?
Simply ask for us to get you an item through an Inter-Library Loan. We will have a form for you to fill out with the book title, author etc. You must be a registered patron of the library in order to obtain an inter-library loan.
